A Proposed Digital Infrastructure to Support the EU’s Green Transition

September 2025

The document presents a strategic proposal for the European Trade Indexes Registry (EUTIR), a decentralized digital infrastructure designed to support the EU’s green and digital transition. Positioned as a “trust anchor,” EUTIR aims to enhance the authenticity, traceability, and interoperability of trade-related data across systems such as the Digital Product Passport (DPP), Carbon Border Adjustment Mechanism (CBAM), and electronic Freight Transport Information (eFTI). By integrating global standards like LEI/vLEI and leveraging secure technologies such as EBSI-based DLT, EUTIR seeks to streamline regulatory compliance, reduce fraud, and enable AI-driven trade facilitation. The proposal outlines a comprehensive ecosystem involving economic operators, service providers, and competent authorities, emphasizing the need for legislative enhancements to ensure pan-European and global interoperability. Ultimately, EUTIR is framed as a cornerstone for sustainable, efficient, and trustworthy cross-border trade in the EU’s evolving digital single market.
